Bnpe French National Data Base For Water Abstraction: A Shared Tool For Quantitative Pressures Knowledge

Résumé

In 2011, 33 billions of m3 were taken in metropolitan France to satisfy the human activities. The distribution of volumes of water withdrawn is highly variable according to uses. Today, various tools exist for the data management of water withdrawals for the different uses. Works have been conducted by water agencies in order to merge the different databases but the connections between water meters, water withdrawals, and the identification of the water resource remains difficult for data of different companies or partners. To meet the requirements of the Water Framework Directive (control over the abstraction groundwater including or registers of water abstraction art. 11-a, define the future Water Development and Management Master Plan and actions plans) and to allow water policies activities, the French National Agency for Water and Aquatic Environments (ONEMA) is in charge of the delegated work for building the National Data Base of water abstraction. This project concerns surface waters, groundwater and transitional waters; it's a priority action to be taken as part of the National Scheme of Water Data (SNDE).The project involves the construction of a data base on withdrawals, a website for data dissemination, and associated management tools such as the specific one for water policy. BRGM is in charge to develop and host the database. The project is conducted jointly by the Ministry in charge of the Environment, Adour Garonne Water Agency and ONEMA. All Tools were developed since 2011. The objective of this data base is twofold : on the one hand to constitute a tool for collection, validation and data recording, to make available free access to a broad range of partners, and on the other hand pooling the development of tools for withdrawals monitoring at different scales (at river basin and national levels).
